What is a sanction?
When a licence holder has not followed rules and regulations aimed at ensuring gambling is fair, safe and crime-free, we can take action and impose the following sanctions:
- Give the licensee a warning
- Add, remove, or amend a condition to the licence
- Suspend a licence
- Revoke a licence
- Impose a financial penalty

Details of action
Following a review of the operating licence undertaken against Holland Park Leisure Limited (“the Licensee”), the Gambling Commission (“the Commission”) found that the Licensee:
- Failed to comply with Social Responsibility Code (SRCP) Provision 3.5.6 - Multi-operator non-remote Social Responsibility code.
In line with the Commission’s Licensing, Compliance and Enforcement policy statement and the Statement of principles for determining financial penalties, the Commission has decided to impose a financial penalty of £150,000 under section 121(1) of the Act in respect of the SRCP failing.
A significant aggravating factor was that Commission Officials had previously advised the Licensee of the non-compliance, it did not take remedial action at that time and it provided misleading information to the Commission.
Commission Officials note that once the licence review commenced the Licensee took remedial action to ensure future regulatory compliance.
